It's a question of how much discomfort there is, and if the horse isn't rideable, what alternative arrangements are possible for its care - sometimes there are no good alternatives.
Only you can decide. We're wrestling with a euthanasia decision right now, with somewhat different circumstances, and I know how hard things like this can be for all concerned.
